Oct 14, 2026

Chloe Serrano, Candidate for NOCCCD Trustee Area 3

United & Strong · United Faculty / NOCCCD / CCA / CTA / NEA

Education Policy Advisor and former Fullerton College Student Trustee seeks the North Orange County Community College District Area 3 Board of Trustees seat on the November 3, 2026 General Election ballot.

United Faculty (CCA/CTA/NEA) endorses Chloe Serrano for NOCCCD Trustee Area 3, a seat that sets policy for Fullerton College, Cypress College and NOCE (North Orange Continuing Education). Area 3 voters in Buena Park, La Palma, Cypress and Anaheim can confirm their registration and find Vote Centers and drop boxes at ocvote.gov, the Orange County Registrar of Voters.

The Endorsement

The UF Representative Council reached consensus in favor of endorsing Chloe Serrano for NOCCCD Trustee Area 3 and supporting her campaign with a $25,000 contribution, following a September 23, 2026 candidate forum.

Trustees set district policy and budget and act on collective bargaining items, including contract reopeners. The Area 3 seat is one of seven on the Board.

Why Chloe Serrano

Serrano brings district governance experience, a community college transfer story, and a policy background to the Area 3 seat.

  • Experience inside the boardroom. Serrano is the only candidate in this race with experience as a Trustee. She served as Fullerton College Student Trustee on the NOCCCD Board of Trustees through spring 2024 and as Fullerton College Associated Students President.
  • Policy and labor background. Serrano is an education policy advisor, community organizer and worker's rights advocate.
  • Local roots in Area 3. She was born and raised in Buena Park and served on the City of Buena Park's Community Development Block Grant Committee. Serrano is a Fullerton College graduate who successfully transfered to finish her studies at UCLA.
  • Listening to faculty. In her interview, Serrano expressed strong support for trustees listening to faculty and building their knowledge of faculty issues in the district, to better support faculty and students.
  • Student-centered priorities. Her priorities are affordable pathways and transfer; student support (counseling, mental health, tutoring, basic needs); career readiness; transparent leadership; returning adult learners; first-generation students; veterans; and protecting taxpayer dollars.

Serrano's student-centered campaign is one United Faculty can get behind.

How United Faculty Made This Decision

Candidates for NOCCCD Trustee Area 3 were interviewed at a UF candidate forum on September 23, 2026, and the Representative Council recommended Serrano through a structured, scorecard-based process.

  • Forum format: one-minute introductions, five prepared questions with two minutes per candidate per question, then open-floor Q&A.
  • Schedule: the forum was set to conclude by 4:30 p.m., followed by closed deliberations.
  • Scoring: scorecards used consensus-scale voting.
  • Result: the Representative Council reached consensus in favor of endorsing Serrano.

What We Asked

Each prepared question tested the same standard: compliance, transparency and continuity in how the Board governs.

  1. The district's top two challenges over the next decade.
  2. State legislation and policy changes that will challenge the district.
  3. Board oversight of cost-of-living adjustment (COLA) compliance and dispute resolution.
  4. How the Board evaluates district human resources, legal and accountability functions, including compliance with PERB decisions.
  5. Board stewardship to address faculty recruitment and retention barriers that affect instructional quality and student access.
