Three separate unions represent employees at the North Orange County Community College District. United Faculty represents full-time faculty. Adjunct Faculty United represents adjunct (part-time) faculty. The California School Employees Association Chapter 167 represents classified staff. Each union operates independently, with its own contract, its own leadership, and its own membership. Knowing which union represents which employees — and where each one's authority begins and ends — is essential to getting the right help for the right question. This page describes what United Faculty represents, and points you to the two sister unions that represent our adjunct and classified colleagues.

Who United Faculty represents — and who we do not

United Faculty is the exclusive bargaining representative for full-time faculty in the North Orange County Community College District. Our scope is defined by the Educational Employment Relations Act (EERA) and by our Collective Bargaining Agreement with the District. Specifically, we represent:

• Full-time tenured faculty
• Full-time tenure-track (probationary) faculty
• Coaches, Department Coordinators, and other faculty in the full-time bargaining unit
• Faculty at all three NOCCCD institutions — Cypress College, Fullerton College, and North Orange Continuing Education (NOCE)

United Faculty does not represent:

• Adjunct (part-time) faculty — represented by Adjunct Faculty United (AFT/CFT). See the section below.
• Classified staff — represented by the California School Employees Association (CSEA), Chapter 167. See the section below.
• Management and administration — belong to the District Management Association (DMA), which is not a formal bargaining unit but serves as a collective voice for administrators.
• Confidential employees — a defined group of HR specialists and district-wide executive assistants who work with bargaining-related information.
• Students — student government and student organizations operate separately.

Adjunct Faculty United (AFT/CFT) — for adjunct (part-time) faculty

Adjunct Faculty United (AdFac) is the exclusive bargaining representative for part-time (adjunct) faculty at NOCCCD. They are affiliated with the American Federation of Teachers (AFT) and the California Federation of Teachers (CFT) — a different national and state union family than United Faculty's CCA / CTA / NEA affiliation. AdFac is a sister union, not a subsidiary of United Faculty and not represented by United Faculty.

AdFac operates independently of United Faculty. They negotiate their own Collective Bargaining Agreement with the District, handle their own grievance representation for adjunct faculty, elect their own leadership, and set their own dues and standing rules. Both unions coordinate on shared-governance matters through the Joint Collaborative Consultation Understanding (JCCU) and work in solidarity on issues that affect all faculty across the District — but for questions specific to adjunct employment, hiring, workload, evaluations, or contract enforcement, AdFac is the right contact, not United Faculty.

For adjunct faculty at NOCCCD

California School Employees Association Chapter 167 — for classified staff

The California School Employees Association (CSEA) is the exclusive bargaining representative for classified employees at NOCCCD, operating locally as CSEA Chapter 167. CSEA is a separate union family from both United Faculty (CCA / CTA / NEA) and Adjunct Faculty United (AFT / CFT). It represents classified employees across school districts, community college districts, and county offices of education throughout California, with a total membership of more than 250,000 and about 250 professional labor experts on staff statewide.

CSEA operates independently at the local level: Chapter 167 negotiates its own Collective Bargaining Agreement with the District, handles its own grievance representation for classified staff, and elects its own chapter leadership. Beyond bargaining, CSEA offers members a range of programs and services that reflect its long history as a full-service labor union — training programs, scholarship opportunities, member-only insurance programs, financial services, and free legal assistance to members in good standing.

CSEA describes itself as a democratic, member-governed union. Its leadership at every level — from local chapters through the state board of directors — is composed of democratically elected volunteers who work regular classified jobs. That structure is worth naming: it is the same principle of member-governance that United Faculty operates under, and it is why solidarity between our two unions rests on a shared understanding of how unions should work.

How to figure out who to contact

If you are a full-time faculty member at NOCCCD with a workplace question or concern, contact your United Faculty Rep Council member first (see Leadership & Reps for your campus and division contact). Your Rep can route the question to the Executive Board, to grievance representatives, or to another organization if the matter is outside UF's scope.

If you are not sure whether you are covered by United Faculty or Adjunct Faculty United, check your employment classification with the District. Full-time contract faculty at Cypress College, Fullerton College, or NOCE are in the UF bargaining unit. Part-time or adjunct faculty are in the AdFac bargaining unit. Your payroll deductions and CTA / CFT membership records also indicate which union represents you.

If you are classified staff, contact CSEA Chapter 167 directly. Every union operates on its own processes; CSEA has its own Rep structure and grievance representatives who are trained on the CSEA contract and classified-employee issues.
